January 26, 1867. Hon. P. H. Morgan U. S. Attorney, New Orleans, La. Sir: I am directed by the Attorney General to say, in reply to yours of the 15th inst. relative to the cases of U. S. and Jesse R. Irwin vs. 1983 and 1092 bales of cotton, that it is presumed the informer & claimants must carry on the litigation. Very respectfully yours, M. F. Pleasants, Chief Clerk
