September 2, 1867. S. L. Warren, Esq. U. S. District Attorney, Memphis, Tenn. Sir: You are hereby instructed to take charge of, and defend, the suit indicated in the enclosed copy of a letter from the Secretary of War, ad interim, with its enclosure of a letter from E. R.
