November 21, 1867. To the President. Sir: I have the honor to submit to you, in answer to the Resolution of the House of Representatives, of December 10, 1866, calling for information in regard to the Pardons granted, the accompanying Report, which embraces the names of all persons pardoned for their connection with the late Rebellion, in the States of Alabama, Georgia, Virginia, and West Virginia; and to say that this list completes the information called for by said Resolution.
