November 14, 1868.

Hon. William H. Seward.

Secretary of State.

Sir:

I beg respectfully to ask your attention to a letter which I have received from Mr. Scudder, a respectable lawyer in New York City, well-known to me,— a copy of which I enclose. I shall be happy to communicate to Mr. Scudder any statement in answer to his inquiries which you shall think proper to authorize me to make.

Very respectfully,

your obedient servant,

Wm. M. Evarts,

Attorney General.
