Feb. 18, 1869. Hon. O. H. Browning, Secretary of the Interior. Sir: I have the honor to enclose a communication addressed to you on behalf of the Union Pacific RR. Co. by its President and Secretary, which embodies the arrangement required from said Company as a guarantee for the proper completion of its road, its structure and equipments, so far as relates to the land subsidies granted to said Co. This instrument is in the form required & approved by me. I have the honor to be, &c. &c. &c. Wm. M. Evarts, Attorney General.
