March 24, 1869. Hon. J. Holt, Judge Advocate General. Sir: In reply to your letter of the 23d inst. I have the honor to enclose herewith a copy of a letter from the Attorney General to Joshua Tevis, Esq., U. S. Attorney for the District of Kentucky, dated December 1, 1865, instructing him to defend certain suits ag't Major-Gen. John M. Palmer. The letters referred to in Mr. Bristow's communication of the 19th inst. (which is herewith returned,) were sent to your office July 29th, 1867. Very resp. yours, E. R. Hoar, Attorney General.
