December 20, 1869. H. H. Blackburn, Esq. Martinsburg, West Va. Sir: Your letter of the 16th inst. is received. Your bill for services will be settled by the War Department. While I have no doubt that your services were faithful and valuable, the sum you name as compensation for them appears to me enormous and wholly unreasonable. Respectfully yours, E. R.
