December 20, 1869. H. H. Blackburn, Esq. Martinsburg, West Va. Sir: Your letter of the 16th inst. is received. Your bill for services will be settled by the War Department. While I have no doubt that your services were faithful and valuable, the sum you name as compensation for them appears to me enormous and wholly unreasonable. Respectfully yours, E. R. Hoar, Attorney General.
