January 10, 1870. Hon. Schuyler Colfax, President of the Senate. Sir: Pursuant to a resolution of the Senate of the United States, passed December 22, 1869, I herewith enclose a copy of the opinion of the Attorney General of July 29, 1869, relating to our National Cemeteries in the lately rebellious States, and on the question of acquiring exclusive jurisdiction by the United States over lands obtained for that purpose. Very respectfully, E. R. Hoar, Attorney General.
