February 11, 1870. To the Senate of the United States. In reply to the Resolution of the Senate, of February 9, 1870, transmitted to me, I beg leave respectfully to say that copies of all the papers inquired for, have already been transmitted to the Senate by the Postmaster General, and are now before your honorable body, to which I would refer as answering the resolution addressed to me. Those papers contain all the information in the possession of this Department. Very respectfully, E. R. Hoar, Attorney General.
