April 16, 1870. Hon. Geo. S. Boutwell, Secretary of the Treasury. Sir: The enclosed papers relating to the claim of Harlow J. Phelps & Company were referred from the Secretary of the Treasury to the Attorney General by the late President of the United States. As I have been orally informed that no opinion upon the questions of law involved in the claim is desired by you, the papers are herewith respectfully returned.
