July 13, 1870. J. C. Webber, Esq. Jackson, Miss. Sir: The Attorney General directs me to acknowledge the receipt of your letter of the 9th instant, and to say in reply that it is contrary to the rules and regulations of this office to return papers placed on its files, except in special and extraordinary cases.
