November 8, 1870. Hon. J. F. Hartley, Acting Secretary of the Treasury. Sir: In answer to your letter of the 7th instant, relating to the employment of special counsel to assist the U. S. Attorney of Iowa in the Rhomberg cases, I enclose to you a copy of a letter of this date upon the subject, addressed to the Dist.
