December 10, 1870. Hon. Hamilton Fish, Secretary of State. Sir: I am directed by the President to request you to issue a Commission appointing William R. Thrall to the office of Marshal of the United States for the Southern District of Ohio, agreeably to the enclosed resolution of the Senate. Very respectfully, &c, A. T. Akerman, Attorney General.
