Feb. 23, 1871. Mr. L. F. Johnson, Pass Christian, Miss. Sir: On account of absence, your letter of Sept. 1, 1870 was not noticed at the time. Under the rules of this office, I am not at liberty to give opinion upon legal questions, except at the call of the President or Heads of Departments. Very respectfully, A. T.
