May 18, 1871.

David Futtz, Esq.

Stanton, Va.

Sir:

In answer to yours of the 11th instant, I have to say that this Department issues no guides or instructions to Commissioners.

I send you a copy of the instructions to District Attorneys and Marshals, the only document of the kind issued from this office, from which you may possibly derive some useful hints.

Very respectfully,

A. T. Akerman,

Attorney General.
