May 27, 1871. Hon. John H. Howe, Chief Justice, &c. Cheyenne, Wyoming Terr. Sir: I have the honor to transmit herewith a Commission appointing Robert H. Milroy to be Marshal of the United States for Wyoming Territory, and to request you to hand it to him when he shall have given the bond and taken the oath required by law. Very respectfully, A. T.
