I transmit to you certain original papers relating to what is styled "a pardon," but which, I suppose, is really an application to enter a nolle prosequi in the case of Simeon Cook.

Will you examine the papers, and make report of the facts, with your opinion upon the propriety of granting the application, and return the papers to this Department?
