At the request of the Secretary of War, you are instructed to withdraw the injunction issued at the instance of the War Department, restraining the Illinois Central RR. Company from proceeding with the construction of docks in the outer harbor in Chicago—upon the condition that the said Company shall agree, in such form as you may consider best, to conform to the approved plans and limiting harbor lines of the War Department—(a copy of which was furnished said Company on the 7th of October last,)—in the construction of said docks.
