In answer to your letter of the 12th instant, I have to say that I know no statute providing for the claim of your client unless it is included in the class of claims under cognizance of the Southern Claims Commission. (Act of March 3, 1871, Sec's. 2, 3, 4, 5, & 6-16 U. S. Stat. 524.)
