I am directed by the Attorney General to acknowledge the receipt of your letter of the 15th inst., and to inform you that copies of the Enforcement Act have been sent to Mr. Starbuck, the U. S. Attorney with instructions to distribute them among the U. S. Commissioners in North Carolina.
