Dec. 21, 1871. Hon. James Speed, Louisville, Ky. Sir: I hand you herewith the mandate of the Supreme Court in the case of the N. O. and Ohio RR. Co. vs. Mellen and U.S. Also a certified copy of the order from the War Department appointing Col. Ludington to receive all payments on account of railroad debts to the United States. I will thank you to have these papers filed in Court, and the proper orders made. Please say to Mr. Meriwether that Col. Ludington is on duty in this city, and he can correspond with him as to how the money shall be remitted when received. Very respectfully, B. H. Bristow, Solicitor General.
