March 16, 1871. Hon. William W. Belknap, Secretary of War. Sir: The papers enclosed in your communication of the 14th inst. in relation to the claim of Thomas Connor have been transmitted to the District Attorney of the Eastern District of Pennsylvania, with instructions that criminal proceedings against Connor be instituted.
