Aug. 23, 1871. Hon. Wm. W. Belknap, Secretary of War. Sir: I have the honor herewith to transmit for your information the copy of a letter from the U.S. District Attorney for New Mexico, to the Solicitor of the Treasury, in reference to the case of William Knorr, charging that certain military officers of the United States in New Mexico have been guilty of improper conduct in relation to said trial.
