Oct. 14, 1871. Hon. Hamilton Fish, Secretary of State. Sir: I am directed by the President to request you to issue a commission appointing Edward R. Roe, Marshal of the United States for the Southern District of Illinois, in place of John R. Routt, resigned. Very respectfully, &c. B. H. Bristow, Solicitor Gen'l, & Acting Attorney Gen'l.
