Oct. 16, 1871. Hon. W. W. Belknap, Secretary of War. Sir: Referring to my letter addressed to you under date of the 3d instant, relative to the case of Charles Hill and Dick Shephard, I have now the honor to enclose herewith a copy of a letter upon the same subject addressed to this Department under date of the 9th inst. by the Attorney of the U.S. for the Dist. of Louisiana. Very respectfully, B. H. Bristow, Solicitor General, & Acting Attorney General.
