Nov. 4, 1871. Hon. W. W. Belknap, Secretary of War. Sir: I return herewith the letter from the Acting Assistant Treasurer of the United States at New York to the Secretary of the Treasury, which was referred to this Department by your directions, on the 31st ult.; and I have the honor to inform you that there is no appropriation under the control of this Department to which the moneys therein referred to should be credited.[no handwritten text supplied here]They should, I am informed, be deposited to the credit of the Treasurer of the United States as a miscellaneous receipt; and certificates of such deposit transmitted to the First Comptroller of the Treasury.
