Nov. 23, 1871. Hon. Hamilton Fish, Secretary of State. Sir: I herewith transmit for your information the copy of a letter dated Nov. 1st, 1871, received at this Department from C. W. C. Rowell, Esq. District Attorney for Arizona Territory in relation to alleged official misconduct of Mr. A. P. K. Safford, Governor of that Territory. Very respectfully, &c. A. T. Akerman, Attorney General.
