Dec. 20, Hon. W. W. Belknap, Secretary of War. Sir: Referring to your letter of the 7th instant to this Department I have the honor to transmit herewith the copy of a letter from Mr. Glover, the District Attorney for the Northern District of Illinois, inquiring as to whether the Railroad Company shall be taxed with the costs in the case referred to, together with his fees, and respectfully to ask your views upon this point.
