CSS stands for "Cascading Style Sheets."
CSS is a stylesheet language, and thus describes the individual ways in which a document written in XML or any other markup language is presented. Put in very simple terms, an XML file might contain the content and content structure of a document to be displayed online, and the associated CSS file the information on the style and presentation format.
