Attorney General's Office. August 9, 1865. General: I am directed by the Attorney General to say, in response to yours of the 5th instant, that all clerks in the various Departments of the so-called Confederate government, are supposed to have been "officers" of the said government, and within the exception. I am, General, very resp'lly Your obedient servant, Wm. Stewart Chief Clerk, Gen. Torbert, Headquarters, &c. Winchester, Va.
