Sept. 27, 1866. To Benj. D. Silliman, Esq. U. S. Attorney, Brooklyn, N. Y. Sir: I am directed by the Attorney General to say, in reply to your letter of the 26th inst. that the dismissal of the proceedings against Jose Francis Balba, as recommended by yourself, meets with his entire approval.
