Sir:
By direction of the Attorney General, I send you herewith a copy of a letter addressed to him by Hon. J. A. McDougall, U. S. Senator from California, dated Oct. 8, 1866, relative to your appointment as U. S. Marshal for California. The charges contained therein are so grave that the Attorney General desires from you as prompt an answer as possible; indeed, he suggests a personal interview, as perhaps best for your own & the public interest.
