Sir:
I am directed by the Ass't. Att'y. General to say that this office cannot at present act upon the
application for special amnesty and pardon of Mr. J. S. Means. The petition will, however, be filed,
& considered in its proper turn. Mr. Ashton desires in addition to say that it does not appear
clearly that there is any necessity for a special pardon in the case.
