To the Secretary of State.
Sir:
I beg leave to ask your attention to a letter addressed to me by Townsend Scudder, of the New York bar, on the subject of the "Alabama Claims,"— of which I take the liberty to enclose a copy. Mr. Scudder is well known to me as a lawyer of credit and distinction, and he represents the interests of the underwriters in these claims, to the amount of several millions of dollars.
I respectfully comend his suggestion that the consideration of these claims of our citizens should be had by a Commission sitting in
New York, to your attention.
