March 30, 1870. Hon. Geo. S. Boutwell, Secretary of the Treasury. Sir: I have the honor to transmit herewith the accounts of Messrs. G. S. Hillard and Henry D. Hyde, for professional services in the case of The Merchants Bank vs. The United States, rendered by your authority. The bills seem to be reasonable, and I have accordingly approved them.
