Sir:
I enclose a copy of a letter from W. M. Bateman, Esq. U. S. Attorney for the Southern District of Ohio, in reference to the necessity of Judicial help in that District. I am not acquainted with the provisions of the bill, which creates a new District in Ohio; but suggest that, in view of the facts reported by Mr. Bateman, the bill should be so framed as to relieve the Southern District of some of the accrued business—or that such relief should be furnished in some other way.
