March 13, 1871. Hon. John P. Knowles, U. S. Dist. Judge for Rhode Island. Sir: I have the honor to enclose herewith a commission appointing James H. Coggeshall to be Marshal of the United States for the District of Rhode Island, and to request you to hand it to him, when he shall have given the bond, and taken the oath required by law.
