Sir:
I regret that the rules of the office, which forbid me to render opinions on legal questions, except on the call of the President, or the Head
of a Department, will not allow me to answer as fully as you wish, your letter of the 14th instant.
Your account of your case gives me the impression that the questions arising in it may finally be brought into the Courts of the United States—but for the method of procedure I refer you to your counsel.
