March 15, 1871. Hon. Wm. W. Belknap, Secretary of War. Sir: The District Attorney for the Eastern District of Pennsylvania has been instructed to institute criminal proceedings against the persons concerned in the fraudulent claim of G. W. Waterman against the United States, brought to my notice in my letter of the 20th of January last. Very respectfully, &c. A. T. Akerman, Attorney General.
