Sir: I am directed by the President to say that this paper must be regarded as directed to you also. I am, sir, most respectfully James Speed, Attorney General. Wash: Aug. 23d, 1865. Wm. N. Grover, Esq. St Louis, Mo. The preceding is a true copy of the paper, & also of the Atty. Genl's letter, which was this day forwarded by direction of the Att'y Gen'l to the U. S. Att'y, for the Eastern Dist Mo. Wm. Stewart Chief Clerk. Atty Gen's. Office Aug. 24, 1865.
