U. S. Attorney,

New London, Conn.

Sir:

You are instructed, by request of the Secretary of War, to defend any suit brought in a State Court, or otherwise, against Capt. & Bv't. Maj. W. R. Pease, U. S.A. Chief Must'g & Disb. Officer for Conn. & R. J., at Hartford, by one B. F. Ellis, for damages to certain premises, mentioned in the enclosed letter, to the Adj. Gen.
