Sir:

The Solicitor of the Treasury has referred to this Office your letter of the 7th inst. relative to "two persons held by the military authorities at Fort Laramie, which they desire to turn over to the civil authority."

I am directed by the Attorney General to say that, at this distance, he can form no opinion on the case, & must leave the subject entirely to your own discretion.
