Sir:

In accordance with your application, & the recommendation of the U. S. District Judge, you are authorized to employ Mr. Oscar Folsom as your assistant, in addition to those already allowed you, at an annual compensation of Two thousand dollars, to date from May 1st, 1867, when his services began.
