August 21, 1867. Geo. H. Hand, Esq. U. S. Attorney, Yankton, Dakota T. Sir: In reply to your letter of the 14th inst. I am directed by the Acting Attorney General to say that you are authorized to employ one person as special counsel in such one of the cases referred to as you may deem best, at a compensation agreed upon, subject to the approval of this Office.
