I enclose herewith a copy of the Attorney General's opinion of the 18th May last, respecting pay of retired Naval Officers, and have the honor to request to be informed as early as convenient whether or not the practise of the accounting officers has proceeded heretofore upon a similar view of the act of 1862, referred to therein.
