Secretary of the Interior.

Sir:

I have the honor to transmit herewith the account, by me approved, and amounting to One thousand dollars, of General H. H. Wells, being his retaining fee as associate counsel for the United States, appointed by me, in the case of Jefferson Davis, pending in the United States District Court of Virginia—and to request its payment out of the appropriate fund.
