Hon. Hugh McCulloch,

Secretary of the Treasury.

Sir:

In compliance with the request contained in your letter of the 15th instant, the Attorney General approved the enclosed bill of Messrs. Haynes, Heath, and Lewis, for retainer as special counsel in the "Decatur Cotton case," and transmitted it to the Secretary of the Interior for payment from the appropriate fund.

I have the honor to transmit herewith, for your information, a copy of the letter of the Secretary of the Interior, of the 17th instant, in relation to this account.
