Hon. Hugh McCulloch,

Secretary of the Treasury.

Sir:

A copy of our instructions of the 21 September last, to the District Attorney at Memphis, Tenn., was sent you under that date in compliance with your request of the day before in the matter of the Decatur Cotton case. In further compliance with the same communication, I herewith enclose a transcript of the record at large, which has just been received from the District Attorney. Should any additional matter of record reach this office, it will likewise be referred to your Department.
