Sir:
I have the honor to transmit herewith the account approved by me, and amounting to Thirty five hundred dollars, of Delos Lake, Esq. for retainer and counsel fees, arguing case in the Supreme Court of the United States of Emil Grisar, plaintiff in Error vs. Major General Irwin McDowell, and to request its payment from the appropriate fund.
