Secretary of State.

Sir:

I am directed by the President to request you to return to this office the Resolution of the Senate of the 12th inst. advising and consenting to the appointment of Charles Van Winkle to be Marshal of the United States for the District of Virginia, agreeably to the enclosed resolution of the Senate adopted March 16, 1868.
